The Licensing Act 2003 (England and Wales) and the Licensing (Scotland) Act 2005 state that anyone responsible for selling alcohol to the public must be a Personal Licence Holder. In order to hold a Personal Licence you must by law hold a Personal Licence Holder (PLH) qualification.
